I am a constituent in your state and I am writing to sincerely request that you co-sponsor the EARN IT Act of 2023 (Eliminating Abusive and Rampant Neglect of Interactive Technologies Act). This bill provides meaningful incentives for Big Tech to confront the rampant distribution of child sexual abuse material (CSAM) online. In 2021, there were 89.4 million images and videos with suspected CSAM reported to National Center for Missing Exploited Children, up from 70 million in 2020. Twelve years ago, that figure was 600,000. The New York Times called it an “almost unfathomable” increase in criminal behavior. Digital giants won't even take CSAM down after victims complain—and the endless circulation of this crime scene documentation retraumatizes victims who often suffer lifetime negative consequences. EARN IT Act gives survivors a path to justice and a chance to regain their privacy. It changes the term “child pornography” to “child sexual abuse material” to underscore its horrific nature. It also creates a new commission to issue guidelines to limit predatory grooming, sex trafficking, and sexual exploitation online. Congress should protect the safety of all citizens: EARN IT offers much-needed protection in the digital space. Please commit to co-sponsoring this critical legislation!
